Carlos “Cuban” Café on Cheery Road in Rock Hill has closed but the restaurant is moving and reopening in Tega Cay at the Stonecrest Shopping center of Hwy 160. An article in the Herald today states Carlos Café is closing and moving to Tega Cay because the restaurant ran out of space at their location in Rock Hill.

The Restaurants’ Facebook page describes the restaurant as

“Family owned Cuban Restaurant, Carlos Cafe, was created to give the Carolinas’ palette an authentic taste of Cuba! Cuban food is a fusion of flavorful spices of Spanish, African and Caribbean cuisines. The owners of Carlos Cafe are bringing a piece of Cuba’s heritage, flavors and culture with their small eatery in a big way! Inspired by Cuba…Made in the U.S.A.”

Some of the items on their menu are; Roast Chicken, Cuban Beef Hash, Sliders (Cuban Burgers – Fritas), Yuengs and Wings,Cuban Pizzas, Cuban Sandwich, Steak Sandwich…more

The new Carlos Cafe Cuban Cuisine Restaurant is currently being upfitted and it is located in the Stonecrest Shopping Plaza by the Super-Walmart on Hwy 160 and the address is 1135 Stonecrest Blvd., Tega Cay, SC 29708.

We know 5 home owners in the Baxter Village and Tega Cay Lake Shore subdivision that have had water pipe leaks in their homes recently. Some of the home owners have had significant water damage to their home. If you think you may have CPI brand Dura Pex water pipe tubing installed in your home, please listen.

The information we have been able to gather about the water tube leaks are linked to Consolidated Plumbing Industries (CPI) Dura Pex tubing manufactured between 2001 and 2004. NIBCO purchased CPI in 2006 and performed tests on CPI manufactured Dura Pex tubing because of higher than normal reports of water tube failures in the Charlotte metro area.

NIBCO claims the tubing tests showed low gel content and poor oxidative stability. In addition, they claim the water especially in York County SC and Union County NC is considered to be “aggressive” and coupled with high pressures are accelerating material degradation and causing the failures. I am not sure what aggressive water means but several of the reported leaks are occurring near the hot water heater which see higher pressures because of the expanding hot water.

So what should you do if have the terra cotta flex tubing manufactured between 2001 and 2004 installed in your home? I would first inspect the tubing to see if you can see if the CPI manufacture stamp on the tubing especially near your hot water tank.  If you’re not able to determine the manufecturer you can always call your home builder or plumber and speak to them about the type of plumbing pipes installed in your home.

Price Brothers, Inc. is a local plumbing company that many of the builders used in new construction, especially in the Tega Cay Lake Shore subdivision in the early 2000’s. Price Brothers recommend replacing approx 20 foot of pipe leading to your water heater if your home has the CPI made defective tubing. We have found the CPI tubing installed in our DR Horton built home and are having Price Brothers replace the pipe near our water heater as a preventive measure.

The City of Tega Cay announced Charlotte, N.C.-based Senior Living Communities will construct a $30 million premier retirement community, named Wellmore, in the Stonecrest Development located on SC Highway 160 near Wal-Mart. The community is expected to create nearly 130 local jobs in health care and management, with sitework and landscape design contracts awarded to local firms.

The Wellmore size is nearly 130,000 square feet, with residential accommodations and a 25,000-square-foot-clubhouse and wellness center. Senior Living Communities hopes to begin construction as early as July 2012 and open the community in January 2014. 

The Tega Cay center will offer skilled-care, Alzheimer’s care, rehabilitation services and two levels of assisted-living units.

Before the Wellmore can be built, Senior Living Communities must apply for a Certificate of Need to operate skilled nursing services with the SC DHEC.

PDQ Restaurant in Gray Stone Crossing Shopping Center in Tega Cay (Hwy 160 between Dam Rd and Stonecrest Blvd) has changed its name to Tenders Fresh Food. PDQ or now Tenders, opened last September 2010 with a fresh food concept and menu consisting of hand-breaded chicken tenders, chicken and turkey sandwiches (prepared grilled or crispy), hand-cut fresh fries, fresh squeezed lemonade, milkshakes and a variety of salads. On A October 9 2011 press release, Tenders Fresh Food located in Cornelius, NC, is pleased to announce that its current sister location in Tega Cay, SC, will be taking on the same name and corporate culture dedicated to community service.

Why the name change? According to President of Operations Steve Erickson, Tenders had a difficult time branding itself and finding their identity as PDQ or “People Dedicated to Quality.”, “The problem was that people couldn’t figure out who we were. The local citizens confused PDQ with other restaurant concepts and our name was not indicative of what we specialize in.” This change, along with the emphasis on community contribution in the form of fundraising, full-service catering and providing healthy lunches to local schools, is what the Company believes will help them flourish.

Tenders in Tega Cay offers employee appreciation discounts for other great local Companies, frequently do fundraising nights for local schools, charities and churches, and offer healthier catering options including: grilled tenders, raw vegetables, salads and fruits.

The Carolina Show Ski team based in Tega Cay has been entertaining us with ski shows in Tega Cay for many years. The water ski team is now asking for your help and support at the Oct 17  Tega Cay City Council meeting. The team is seeking approval for the construction of a ski ramp and performance platform near Windjammer Park.

We need your attendance and support this Monday evening, October 17th, 7:00 pm at the Glennon Center (beside the Club House/Water Tower). A discussion about the Performance Platforms and Jump Ramp are on the agenda. After 2 ½ years, we are in the final stage of our permit process with the Army Corp of Engineers, Duke then to FERC for final approval. This process may be completed by mid December. Currently, the performance platform/jump ramp is moored at the Commodore Club on the Rock Hill side of the main channel. These essential pieces of equipment have been towed across the main channel over 200 times.

This discussion at the City Council meeting will allow the CSST to review our 15 years in a very positive manner and review our liability insurance provided by USA Water Ski. You will have the opportunity to sign up to speak for 3 minutes. If during this discussion a motion is made/seconded and the vote indicates that the City will not allow us the opportunity to move forward with the performance platforms/jump ramp our Friday Night Ski Shows, Learn to Ski Days and our July 4th participation will end.

These capital improvements will be funded by CSST and built professionally. The performance platforms will be carpet with tie off cleats for the jump ramp only.

We have entertained thousands and taught hundreds to ski. We need all of your support Monday Evening.

The Tega Cay City Council has approved Dennis Pieper as Tega Cay’s new City Manager. Mr Pieper was one of three possible candidates being considered by the city council. He was a town administrator for Summerville SC. He has 18 years of management experience in county and municipal government.

Tega Cay’s Mayor Sheppard sent out the following letter about the appoitment of Dennis Piper;

After a 3 month City Manager search, I would like you to join me in welcoming our new City Manager Dennis Pieper! On Friday Night, August 26, Council approved Dennis as our new City Manger. He will be joining us on Monday, September 12th.

Before I wish you all a Happy Labor Day, I would like to take a moment to thank my fellow council members who worked very hard to get us a new City Manager. Council created a new job description for the position, spent many late nights and weekends reviewing and sorting over 70 resume’s, made phone calls and interviewed various candidates to find the right match for Tega Cay. As you may have heard we received resume’s from around the Country which I believe is a testament to the great community we live in. Who wouldn’t want to come live and work in the great city of Tega Cay? So, to all of you, I wish a restful and safe Labor Day weekend. I know I will be relaxing with the knowledge that Dennis will be on board in less than 2 weeks!

In Today’s Septemenbt city letter, Dennis Pieper had the following note for the City Manager Minute:

First, I would like to thank the Mayor and the Councilmember’s for the confidence they have shown and for giving me the opportunity to serve you. As a team, the staff and I will work diligently to maintain the unique character and the beauty of the City while aggressively addressing the challenges.

I have received a warm “welcome” from many of the residents in the community. I look forward to working with the dedicated staff and getting to know you.

My background includes both City and County management including many years at a public utility. “The Good Life” Tega Cay offers makes this transition much easier and I will begin serving as your new City Manager on September 12th.

I would also like to wish Grant Duffield and his family the very best with their new endeavors. Thank you and I will see you soon!

The restaurant and bar facility at the Tega Cay Golf and Conference Center has reopened. The restaurant is called Casual Water at Tega Cay and the bar and grill is called the Drop and the Drink Bar and Grille. The Mike Frost Group was awarded a 5 year contract by the city of Tega Cay to reopen the facility in May 2011.

Carmen, Camden and I decided to give the reopened restaurant a try last Friday night. We walked into the main restaurant Casual Water’s and found it about 50% full on Friday about 7:30 pm. There was a new buzz of activity with several waiters on staff. We elected to sit on the patio outside the restaurant between the Bar and Grille and the restaurant since the main restaurant’s room temperature was too cold.

We first looked over the main menu showing steaks, seafood, and pork chops. Since we were not hungry enough for a large meal (I recall prices ranged between $13 to $25), we elected to pick from the Drop’s Bar and Grill menu showing appetizers, sandwiches, and burgers ( price of sandwiches were about $9). Overall, the service was friendly and the food was good. It was nice to see a renewed energy in both the restaurant and bar and grill. A new outside deck was recently constructed on the right side of the Bar and Grille facility. All tables where full and the rope lights lining the decks perimeter was a nice touch especially at dusk. We would recommend giving the new restaurant or bar and grill a try!

The Drop is open 11 am to 11 pm M-Sat and open till 10 pm Sunday. Try it for lunch or dinner.

Shortly before 10pm last night, the National Weather Service issued a tornado warning for north central York County SC according to the details in a Rock Hill Herald article this morning. We heard the warning sirens go off in the Fort Mill – Tega Cay Area. Fortunately for the Fort Mill area, the storm weakened by the time it approached our area. Folks were not so lucky in the Clover area. So what should you do when you hear the sirens?

York County Office of Emergency Management states on their website to tune into local radio stations for York County which are AM Station WRHI – 1340 and FM Stations WRHM – 107.9 and WRHI – 94.3.  During the regularly scheduled tests, the sirens are activated for one 3-minute cycle. During a real emergency, the sirens will be activated for several 3-minute cycles.

What should you do when there is a tornado warning? Below is information from the FEMA website:

If you are under a tornado WARNING, seek shelter immediately!

If you are in: A structure (e.g. residence, small building, school, nursing home, hospital, factory, shopping center, high-rise building)

Then: Go to a pre-designated shelter area such as a safe room, basement, storm cellar, or the lowest building level. If there is no basement, go to the center of an interior room on the lowest level (closet, interior hallway) away from corners, windows, doors, and outside walls. Put as many walls as possible between you and the outside. Get under a sturdy table and use your arms to protect your head and neck. Do not open windows.

If you are in: a vehicle, trailer, or mobile home

Then: Get out immediately and go to the lowest floor of a sturdy, nearby building or a storm shelter. Mobile homes, even if tied down, offer little protection from tornadoes.

If you are: outside with no shelter

Then: Lie flat in a nearby ditch or depression and cover your head with your hands. Be aware of the potential for flooding. Do not get under an overpass or bridge. You are safer in a low, flat location. Never try to outrun a tornado in urban or congested areas in a car or truck. Instead, leave the vehicle immediately for safe shelter. Watch out for flying debris. Flying debris from tornadoes causes most fatalities and injuries.

What did you do last night when you heard the tornado warning sirens?

When you enter The City of Tega Cay, one of the first things you see is a welcome to Tega Cay sign on the left side of Tega Cay Drive.  Soon you’ll also see the Living Memorial Gardens.  A sign marking and announcing the Living Memorial Gardens was posted last week at the entrance of Lakeshore subdivision on Shoreline Parkway.

Tega Cay’s Beautification Committee has planned and is promoting the new city garden. The Living Memorial Gardens will include sidewalks and paths that meander through a variety of picturesque gardens, ornamental trees, shrubs, grasses and structures. Boulders, twenty benches and three bench swings will dot the grounds.

Gardens located in various areas will include a Veteran’s Memorial Garden, Children’s Rock Garden, Butterfly Garden, Shade Garden, Herb Garden, Rain Garden and Rose Garden.

The sidewalks will be lined with approximately 1,500 laser inscribed pavers, which will memorialize people or organizations chosen by their donators. The individual gardens, trees, benches, and bench swings are available for donators to display a bronze plaque or laser inscribed bricks.

The Beautification Committee is soliciting sponsorships and the opportunity to purchase garden elements like laser inscribed bricks, benches with plaques, trees etc. See the brochure and website for more details.

A ground breaking ceremony is planned to kick off Memorial Day weekend Friday May 27, 2011.

In February 2011 The City of Tega Cay received approval from the Federal Energy Regulatory Commission and Duke Energy of the Carolinas, LLC to construct and operate a 32 slip Marina Facility on Lake Wylie in Tega Cay, South Carolina. On April 15 2011, the city issued a request for information (RFI) to interested parties for advice or information for the construction and management of marina facilities. The proposed marina is in the location of the old removed Hidden Harbor Marina located near the Tega Cay Beach and Swim Club. If you remember, the council voted no after heavy local resident opposition to this proposed Marina in July 2008. (Read Tega Cay Votes No To Lake Shore Marina).

Besides increased traffic, one of the concerns in 2008 was a use restriction that did not allow “bordering residents” Lakeshore residents to use the marina. The February 2011 FERC lease authorization classifies the marina as a “True Public Marina” as long as specified conditions are met. One can speculate the restriction for non bordering residents use of the marina would not apply in this current approval document.

The city’s RFI makes it clear to responders their request is not a solicitation for a proposal or to form a binding contract. The submitted information would be used for planning purposes. The RFI is due May 16th 2011. I would suspect that sometime in May or June the marina subject will pop back up in a city council meeting.

As another step toward better communication with Tega Cay residents, the City of Tega Cay rolled out their new website including combining all of their departments websites into one new website. The website is by CivicPlus based in Manhattan Kansas who specializes in “next generation” city, county, state and school websites”. The new site went live last Friday.

Here is what Mayor George Sheppard has to say about the City’s new website communication tool:

We have updated the website because the previous site just had too many limitations. With the new website we are able to stream Council meetings for those who don’t have channel 19 or are unable to attend meetings (they are not live, but they are there!). The calendar feature is also an exciting new tool; any resident can sign up to receive alerts of City functions. Once signed up residents will have the option to receive an email or a message to their cell phone reminding them of upcoming events.

I feel this website is another great example of the steps of transparency and council’s willingness to communicate with the resident’s.

There are 4 State of SC Constitutional amendments to vote for or against.

They are:

Amendment 1

Must Article I of the Constitution of this State, relating to the declaration of rights under the state’s constitution, be amended by adding Section 25 so as to provide that hunting and fishing are valuable parts of the state’s heritage, important for conservation, and a protected means of managing nonthreatened wildlife; to provide that the citizens of South Carolina shall have the right to hunt, fish, and harvest wildlife traditionally pursued, subject to laws and regulations promoting sound wildlife conservation and management as prescribed by the General Assembly; and to specify that this section must not be construed to abrogate any private property rights, existing state laws or regulations, or the state’s sovereignty over its natural resources?

Explanation

A ‘Yes’ vote will make it a constitutional right for citizens to hunt and fish and will permit the State to legally provide for proper wildlife management and the protection of private property rights.

Amendment 2

Must Article II of the Constitution of this State, relating to the right of suffrage, be amended by adding Section 12 so as to provide that the fundamental right of an individual to vote by secret ballot is guaranteed for a designation, a selection, or an authorization for employee representation by a labor organization?

Explanation

A ‘Yes’ vote will give employees the constitutional right to vote by secret ballot when they are voting on whether to be represented by a labor union.

Amendment 3

Must Section 36(A), Article III of the Constitution of this State be amended so as to increase from three to five percent in increments of one-half of one percent over four fiscal years the amount of state general fund revenue in the latest completed fiscal year required to be held in the General Reserve Fund?

Explanation

A ‘Yes’ vote will increase the amount of money state government must keep in the General Reserve Fund (its “rainy day” fund) from 3% of the previous year’s revenue to 5% of the previous year’s revenue.

Amendment 4

Must Section 36(B), Article III of the Constitution of this State be amended so as to provide that monies from the Capital Reserve Fund first must be used, to the extent necessary, to fully replenish the applicable percentage amount in the General Reserve Fund?

Explanation

A ‘Yes’ vote will require that the Capital Reserve Fund’s first priority is to replenish the State’s General Reserve Fund (its “rainy day” fund) instead of serving to offset midyear budget cuts at state agencies.

How about some good news for our area? Manpower released their Manpower Employment Outlook Survey Results this week. Their report for the Charlotte metro (MSA) which includes York County SC (Fort Mill, Tega Cay, Lake Wylie, Rock Hill), shows of the metro employers surveyed, 16% plan to hire between October and December. Among the national employers surveyed, the Charlotte Metro is ranked fifth best in the nation.

The Q 4 hiring news is good news since the same survey results for 2009 Q 4 was -6%. The rest of the survey indicated 76% of local employers surveyed were planning to maintain staff levels while 5% plan to decrease staff levels.

Manpower’s report also indicated the best job sectors for positive growth are Construction, Durable and Non-durable Goods Manufacturing, Financial Activities, Professional & Business Services, Leisure & Hospitality.

New Fast Food Restaurant in Tega Cay?

I imagine you, like me, are curious about the new fast food restaurant under construction at Gray Stone Crossing Shopping Center in Tega Cay (Hwy 160 between Dam Rd and Stonecrest Blvd). I have not found anyone directly familiar with PDQ. I know the Fort Mill Times sent out a Tweet a while back asking anybody for info on PDQ. Here is what I have been able to find about PDQ via my internet research.

PDQ Fresh Food Fast restaurant is a new concept restaurant developed and owned by the Captiva Restaurant Group together with Robert Basham (co-founder of Outback Steak House). Captiva’s partners Mike Vaughn, Joe Douglas and Chris Carlsen own and operate the small chain of 131 Main restaurants in Cornelius and Charlotte. Their always fresh concept (they don’t own a freezer) at 131 Main units is part of the PDQ’s fresh food concept claiming food is never frozen. The group decided to expand the PDQ concept after success with the first PDQ type unit in Cornelius NC called Tenders Fresh Food.

Info from a real estate marketing listing claims PDQ’s menu will be a simple offering of chicken tenders and sandwiches, turkey pork tenderloin sandwiches, fries, milkshakes, and fruit. PDQ estimates opening in September. As you can see in the first picture, a sign company was putting the last sign up yesterday evening.

By the way, the .084 AC PDQ site is being marketed for sale (ground lease) as an investment by Berkeley Capital Advisors LLC for $950,210.

The proposed new Fort Mill School District elementary school, currently named “Number 8”, received its first structure. The new sign was recently installed to mark the location of the new school.

The new school site on Gold Hill Drive is at the edge of Tega Cay’s city limits. Mayor George Sheppard in his Fourth of July address made the following statements about the new school;

Maybe you have or haven’t heard about the property that the FM School district just purchased on the other side of the Tega Cay sign (better known as the McCall property). The 27+/- acre property will have an elementary school for 1,100 students and for the first time in FM SD history it will be a partial 2 story building. We have had conversations about the districts interest in the property being annexed into the city generating utility revenue on property we will already be first responders to in the event of an emergency. This is Annexation that would add revenue without adding excessive burden.

In the July Fort Mill School District Meeting the following update was presented to the board about elementary school 8’s progress:

The anticipated bid date is August/September 2010; the anticipated completion date is March, 2012. The property has been acquired and we are now in full swing of the site adaption design. We have scheduled a design committee review of the new site concept on July 14th and once all comments/concerns are addressed, we will move into the design development phase of the project. Once the DD phase is complete, we will make a presentation to the school board and then finalize the schedule for bidding and construction. We anticipate that the presentation can be made in August. The current design includes space for a 1,000 student capacity and remains approximately $2,000,000 over budget. We are optimistic that the current bidding environment, in conjunction with increased competition, will aid in reducing the delta. We are also identifying alternates and value engineering items to assist in bringing the project back down to budget. Key issue is site adaption.

The York County SC uncertified election results for November 3rd 2009 results are posted on theYork County SC Registrations and Elections website. The election calendar states the certified results will be completed by November 5th at 10am.

The District 49 State House of Representatives seat goes to Republican Ralph Norman.

The new Tega Cay Mayor is George Sheppard.

The 2 Tega Cay City Council seats available this year go to Dottie Hersey and Stephen Perkins.

The 2 Fort Mill School Board seats go to Micheal Johnson and Wayne Bouldin. Micheal Johnson will remain another four years while Wayne Bouldin fills Jan Smiley’s seat who decided not to run again.

It’s election day in York County SC. There are some heated seat races this year especially in Tega Cay SC.

Incumbent Bob Runde is running for Tega Cay mayor again. George Sheppard the current Mayor Pro Tempore is running against Bob Runde. Seetegacay.com has a Tega Cay Mayor’s election poll. The City of Tega Cay and the Tega Cay Golf Club had a huge announcement this week. The Tega Cay Golf Club and Course has been added as a location for future LPGA events. A scheduled event has not yet been officially announced but the city speculates the first Ladies Professional Golf Association event may come as soon as Fall 2010.

This is a very positive announcement for Tega Cay and Fort Mill SC.  Besides economically benefiting our area during the event, all of the Tega Cay home owners on the golf course will have a great seat to watch the LPGA event . Here is the press release from the City of Tega Cay:

LPGA Tour Coming to Tega Cay

The City Council of the City of Tega Cay is pleased to announce that it is in negotiation with Special Events Unlimited (SEU) to bring an officially sanctioned Ladies Professional Golf Association (LPGA) event to Tega Cay. Following numerous visits to Tega Cay by LPGA officials, the LPGA has selected the Tega Cay Golf Club as an official tour event site for the 2010, 2011, 2012, 2013 and 2014 seasons. While specific dates and title sponsors are yet to be announced, initial plans call for a full field of professional golfers to compete for a total purse of over 1.1 million dollars in the Fall of 2010.

“This is a great opportunity for the City of Tega Cay, York County and the State of South Carolina” says Tega Cay City Manager Grant Duffield. “The initial projections show a several million dollar impact to our local economy”. Duffield says that the biggest beneficiaries of this event will be volunteer organizations in the area. “Our local charities will receive a portion of $200,000 for their charity”.

SEU President Tommy Stines states that the LPGA is extremely excited about the Tega Cay venue, describing the course and conference facilities as ideal for the event. Stines says that “The Golf Channel will be televising the 4 day event. In addition there will be a Celebrity/am Tournament hosted by Tarheel basketball great James Worthy, as well as a traditional pre-tournament pro/am”. With a field of 144 well recognized

professional golfers, Stines says he envisions the tournament will quickly become a mainstay on the LPGA schedule. “We anticipate this Tournament getting bigger and better every year”.

July 4th 2009 in Tega Cay SC, even in the tough economic climate, will still be full of events, activities, and fun this year.

Land Parade 9 a.m. – 10:30 p.m. on Tega Cay Drive

The land parade theme is “Tega Cay Anniversary” and is historically one of the longest (and

the most) in the south!

After the parade you can go to the Windjammer Party 10 a.m. – 3 p.m. at Windjammer Park

Events at Windjammer include:

Canoe Joust 11 a.m.- Noon

One partner steers, the other wields the joust to know your opponent into the water.

Boat Parade Arrives Windjammer at 12:30 p.m.

Ski Show1 p.m. – 2 p.m.

The award winning Carolina Ski Show Team displays their comedy, stunts, and athleticism in this annual favorite show which wraps up the Windjammer Party.
